Once described by
Karl Fletcher as "a vicious blood-sucker", Biloo Kapur spent his formative years in the USA. An entrepreneur, he made his money in business and in whatever he could get out of other people for himself. By the mid-90's he was operating in the English Midlands and Harchester, where football hotspot Studs nightclub was his business investment and football player agenting was his latest venture. Biloo snaps up Harchester's latest first team recruit Dean Hocknell, but straight away Biloo's greed is on show when he makes ludicrous requirements as part of Dean's contract signing with the club. This money-motivated nature of Biloo's extends into the private lives of his clients, and when Dean is forced to admit he is the "male lead" on the sex tape doing the rounds across the media, Biloo sees it as an opportunity for Dean to be sold to a more lucrative club.

After
Michael Jacobs dies, his ex-wife Stephanie takes over as new owner, and entirely inexperienced when it comes to running a football club, appoints Biloo as Chief Executive. Now on his best pay grade, Biloo allows Stephanie to be pre-occupied over the team's quality with an embarrassing anti-drugs campaign Harchester Says No, and becoming a hate figure for the fans, she asks Biloo to help find a quick buyer for the club. It is here his greed catches up with him, as Biloo works against Stephanie with Clive Elliot, who says he will pay Biloo £2M if he makes another bid for the club go away, and Stephanie has already stated she will not sell to Clive. When Biloo spins Stephanie a story of how the rival bid is in jeopardy, she turns it on him by revealing the contract has already been faxed over from the council, which she can tell he was not aware of. Furious Biloo would double-cross her when she was in a distressed state over her daughter’s suicide attempt, Stephanie immediately sacks him.

Unsurprisingly for a character as slippery as Biloo, he is back on the scene for Harchester's next owner
Jerry Block, and embedded in the new chairman's underhand dealings in gaining planning permission for a new stadium. Bribing Councillor Lal with fifty grand, Biloo and Jerry set up a meeting in Studs' gents, only Jerry dispatches the cash over the toilet door to other "Billy-boy", youth teamer Billy O'Neill! With his former client Dean now in Turkey, Biloo has moved on to handling his brother Sean's affairs, and takes charge when Sean regrettably marries Mica Masters without signing any agreement beforehand. Biloo's interests switch when he learns of Mica's savvy plan of an official ceremony, with Hello or OK! magazine involved, as there would be a tidy sum for him in it!

The following season sees Harchester in the UEFA Cup, though Sean's recent form has seen his future with the club, and in football, fading ever more, and Biloo becomes concerned his investment is declining. This prompts Biloo to finally show some responsibility and suggest Sean have counselling, but he is soon distracted by the latest new star recruit to the first team he can get on his books -
Leon Richards. Biloo even invites Leon's girlfriend Julie Alexander to travel on his private jet to the Ajax game Leon is playing in. With a win and Sean back on form, a new deal at Harchester is on the table, so Biloo makes plans to take Sean back to the club on his plane to make a breakfast meeting. Leon, Julie and a couple of other first teamers join them, and the flight goes ahead, despite bad weather and the warning of turbulence. By the time the first team's own official flight arrives home, Biloo's jet and all those on board are missing, and the only outcome left is a lightning strike brought the plane down over the North Sea.
