Fraser is Jerry Block's right-hand-man and could also be described as his problem-solver. He is loyal to his boss and will go as far as it takes to keep Jerry's reputation clean - and in the process of doing so, see to it that nothing of a dodgy nature is linked back to Jerry. A former soldier who fought in the Falklands War, Fraser of course follows Jerry to Harchester when he buys the club in the summer of 1998. His background here leads to Fraser being one of the people displeased with Jerry's decision to sign Argentinean striker Luis Amor Rodriguez.

When Jerry unwittingly hands over £50,000 of bribe money meant for Councillor Lal to a mystery source in the Studs gents, Fraser is on the case to find out who and retrieve the money. Believing it to be someone connected to the club due to a party marking the first home game of the season taking place, they check out any unusual financial activity involving the players - and find Leon Richards has made some suspicious betting. Fraser stakes out Leon and his fellow youth team mate Billy O'Neill, until he feels he has enough on them and strikes. A scared Leon and Billy run and Fraser chases them across a rooftop, until the surface gives way beneath him and Fraser falls to his death.
