Roger Frost became Harchester's club secretary around the start of the 1998-99 season, as a Pride Park transfer deadline day visit the previous March saw a man called Neil in the role, and Roger would refer to the excitement of the day when Luis Amor Rodriguez was signed that October. When the Second Round first leg of the 1999-2000 UEFA Cup follows the loss of four players in a plane crash coming back from the First, Marilyn Harwood is tasked with requesting a postponement from UEFA, with Roger's assistance. Roger at this time is more concerned about missing his lunch meeting with the editor of the Chronicle, and persuades Rangers to agree, but only get sympathies and a refusal from UEFA.

 

When Marilyn is fired, Roger is forced to oversee her chief executive role, during a turbulent time when Jerry Block is replaced by his wife Lynda as owner. With Harchester battling against relegation, and second-majority shareholder Prash determined to get her share of the club, Lynda stands firm, even if it means letting Luis go. She and Roger develop a respected working relationship, which continues into the 2000-01 season as Harchester's survival in the Premier League now becomes a battle to survive financially.

 

When the club can't make the month's payroll due to a delay in receiving the money from Marseille for Didier Baptiste, there is a revolt from the players, led by Fletch who calls for them not to go out and play Newcastle until they are paid. Lynda vows to get the players their money before kick off, and enlists Roger, Sandra and Zoe to source every bit of cash from all on-site divisions of the club to make up the nearly £100K. The annual health and safety report on the Lair's grounds uncovers a girder in the North Stand has suffered a stress fracture, which only Prash can provide the funds to repair in time without the stand being out of action for the rest of the season. Lynda is forced to hand over her shares to Prash and with a goodbye hug Roger tells her he will miss her.

 

Roger is still with the club in the 2002-03 season, where following Patrick Doyle's sacking and the relegation bet allegations by Jacqui and Phil Wallis, Nikki reports back to Phil that Roger has said they must assist the investigating FA Compliance team.
